Call for Papers
The 10th annual international IFIP e-government conference is the European core conference in the study domain, which presents the state of the art in e-government and e-governance. Since its beginnings in 2001, the EGOV conference has provided important guidance for research and development in this fast-moving domain of study. IFIP’s EGOV conference has grown to one of the top three conferences in the domain besides the HICSS e-government track and the Digital Government Society’s dg.o conference in North America. In 2010, EGOV became a full IFIP conference organised by the IFIP Working Group 8.5 on information systems in the public sector.
The IFIP e-government conference brings together leading researchers and professionals from across the globe and from a number of disciplines. Over the years, the interest in this domain of study has steadily increased. The 2010 IFIP EGOV and ePart conferences have attracted more than 150 participants from all continents including developing countries. IFIP EGOV has accepted 36 contributions in completed research, 31 contributions in ongoing research, 3 panels and 3 workshops. Also, the second editor-in-chief roundtable with representatives of five key journals in the field was held. For further details see the conference site of IFIP EGOV 2010.
E-government research has demonstrated its relevance to practice and consequently has influenced and shaped government strategies and implementations. Conversely, e-government practice has inspired e-government research. A wide range of topics has received scholarly attention. In recent years, the assessment and evaluation of e-government projects, the foundations of e-government as a research discipline, integration and interoperation in government, transformation, organizational change, citizens at the center, adoption and diffusion, and the role of information and communication technology for development rank among leading topics on the research agenda.
For the IFIP e-government conference 2011 we seek contributions that include but are not limited to:
Foundations of e-government and e-governance research

The IFIP e-government conference 2011 hosts four distinct formats of contributions:
Completed research papers (max 12 pages, published in LCNS Springer (tbc))
Ongoing research and innovative projects (max 8 pages, published in Trauner (tbc))
Workshops and panels on pertinent issues
These formats encourage scientific rigor and discussions of state of the art in the study domain, but also welcome innovative research approaches, work in progress, and studies of practical e-government or e-governance projects along with reports on system implementations. Prior to the conference (Monday August 29), a PhD student colloquium will be held providing doctoral students with an international forum guided by senior scholars for presenting their work, networking opportunities and cross-disciplinary inspiration.
We seek innovative and scholarly sound contributions. Accepted papers of completed research and project papers will be published in Trauner proceedings.

Prior to the conference (August 29 and 30) a PhD student colloquium will be held providing doctoral students with an international forum for presenting their work, networking opportunities and cross-disciplinary inspiration.
The IFIP e-government conference will be co-located with ePart, the third International Conference on electronic participation (ePart), which will be dedicated to topics on e-participation and e-democracy. ePart will take place slightly overlapping with the IFIP e-government conference at the same venue. Participants registering for one conference can also attend the other conference.

Submissions may qualify as follows:

PhD colloquium submissions
IFIP EGOV papers must contain original material. They may not have been previously published, nor currently submitted elsewhere. All submissions undergo a double-blind peer review process. If a paper is submitted at the same time to other conferences or journals either paper may be rejected without consultation with author.
Do not author or co-author more than 3 papers. This means that an individual may be listed as author/co-author on no more than 3 submitted papers, else the fourth and further papers will be rejected without review and without any further consultation with the author. The count applies to both, completed research track and ongoing research track.
To submit your paper via the Easychair System, use your Easychair account. If you don't yet have such an account, you first need to sign up for your own account at Easychair (see the user login dialogue at Easychair). After you have created your own account, log on to the system and choose the right track to which you want to submit your paper.
Research papers
The Research section invites both empirical, theoretical and conceptual work. While there is a strong focus on scientific rigor, relevance for eGovernment and eGovernance development are equally important. Papers in this section may be max 12 pages.
Papers in this section will be double blind reviewed by 3 reviewers for rigor, relevance, originality and clarity of presentation. Accepted papers are published by Springer LNCS. Format guidelines are available here.
Ongoing research and innovative projects
The Ongoing research and innovative projects invites
Ongoing research and general development: max 8 pages in traditional scientific structure (empirical, theoretical and conceptual work)
Project and case descriptions: max 8 pages project descriptions and discussion of ongoing or completed projects.
Papers in this section will also be double blind reviewed, but focus is more on relevance than scientific rigor. Accepted papers will be published by Trauner Druck. Format guidelines are available here.
Workshops and panels
The Workshop and panel section invites
Proposals for workshops/panels: max 3 pages abstracts. Workshops and panels on topics pertinent to eGov issues or developments.
Proposals will be reviewed for quality and relevance by at least two members of the organising committee (not blind review). Proposals should be max 3 pages and they should indicate the intended participants of the workshop/panel discussants.
Accepted workshops shall publish a short abstract (2 pages) in Trauner Druck. Format guidelines are available here.
PhD Colloquium
Submissions to the PhD Colloquium should indicate the name and affiliation of proposer, title of the paper, and 3-5 keywords.
Prepare for Double-blind Review
General:
The first page should contain only the
title,
abstract,
3-5 keywords characterising the content of the paper
name of the track to which the paper is being submitted.
The remaining pages should include the main body of the submission and all references, figures, tables, etc.
Anonymised for Blind Review:
Author name(s) should not appear in the paper (including the abstract).
Eliminate references to your institutions, your sponsors, your unpublished work, and your published work if done in a way that identifies you as author.
All author names must be inserted in the online submission form.
Delete author and institution information from document properties.
We kindly ask you not to indicate your name and affiliation in the paper. Indicate 3-5 keywords for your paper as well as to which topic your paper fits best.

Review criteria
Research Papers in Springer and Trauner
Genres. The conference welcomes theoretical essays, formal analyses, technical discussions, design research and reports of quantitative or qualitative empirical research. Completed research papers should have completed analyses and documentation of results. They should be similar to journal submissions, but shorter.
Review Process. Papers will be prescreened for conformity with submission guidelines and for overall appropriateness for the conference. Papers that pass the initial screening processes will be double blind reviewed. The Program Co-Chairs reserve the right to shift a submission between the Completed Research and Ongoing Research track as they deem appropriate considering review suggestions.
Criteria for Completed Research Papers (Springer proceedings):
Fit with track.
Interesting/important problem.
Clear motivation (why the problem is interesting theoretically and/or practically).
Conceptual development and grounding in prior literature.
Methodological adequacy (if relevant).
Adequate list of references to related work and grounding theories.
Interesting findings.
Well structured and clearly written paper
Criteria for Ongoing Research and papers on general development issues (Trauner proceedings):
Fit with track.
Important problem now and in the future.
Clear motivation (why the problem merits attention).
Conceptual development that lays a foundation for future research or develops a new theoretical or practical view of a phenomenon of interest.
Methodological adequacy (if relevant).
Findings that challenge the prevailing understanding of eGovernment researchers.
Well structured and clearly written paper.
Criteria for Projects (e.g. implementation cases, pilots, etc.) papers (Trauner proceedings):
Fit with track.
Innovative solution or pilot (new in this area).
Important problem solved now and for the future.
Clear motivation (why the solution merits attention).
Theoretical and methodological grounding of the solution.
Good presentation of the design and application of system / pilot, etc.
Findings from the evaluation of the solution that challenge the prevailing understanding of eGovernment researchers and practitioners.
Well structured and clearly written paper.
At least references to related work and theoretical / methodological grounding.
Workshop and Panel Proposal Submissions
General: Workshop and panel sessions bring together researchers with complementary or conflicting perspectives on a research topic or another issue of importance to the domain-specific research field.
Required Elements of Workshop and Panel Proposals:
A general description of the panel or issues to be discussed or debated in the workshop.
Names and affiliations of all panel or debate participants.
A statement that, if accepted, all participants have made a commitment to attend the conference and serve on the panel or debate.
A brief description of each participant's background, including expertise related to the topic and views of the issues.
A statement of any controversial issues that will be discussed and the names of those who will take opposing viewpoints (identification of proponents and opponents is required for all debates).
A description of the format of interaction among participants and with the audience.
References, as appropriate.
eview Process: Workshop, panel and debate submissions will not be blind reviewed. The program committee reserves the right to modify panel and debate proposals to meet conference participation guidelines and to complement the overall program.
Review Criteria for Workshops/Panels:
Broad appeal of topic and/or participants.
Timeliness, relevance, and/or controversial nature of topic.
Potential to generate audience participation in the discussion.
PhD student colloquium submissions
Students should at least have passed the first year of PhD program
me and should be able to present a clear plan and some results from their work.
Genres. The colloquium welcomes qualitative and quantitative research from any discipline relevant to eGovernment research or practice.
Review Process. Papers will be pre-screened for conformity with submission guidelines and for overall appropriateness for the colloquium. Papers that pass the initial screening process will be reviewed by the members of the organising committee. PhD proposals will not be blind reviewed.
Review Criteria for PhD colloquium contributions:
Relevance for domain specific research.
Interesting/important problem.
Clear motivation (why the problem is interesting theoretically and/or practically).
Conceptual development and/or grounding in prior literature.
