Delivering and Steering Projects by Business Value

This white paper will describe the process and techniques, risks and challenges by defining program and project steering mechanisms which focus on the value generated for the client's customers and the client's stakeholders rather than discrete deliverables

The coverage will start with value defitintion and planning, monitoring and control, budget and scope implications.

Each area will cover the required people involvement, the methods to be used, the governance required and the commitment required from clients and TCS

The logical end result would be where clients issue RFPs to achieve a pure business result, and the supplier proposes what is required and cost to achieve that specific result.

Preamble

This paper describes a new method for steering projects. Traditionally, the project deliverables are defined in terms of cost and time to produce. In contrast, the proposed method focuses on the Business Value that the deliverables generate. This paper documents an approach to planning, capturing, steering, and taking program and project decisions that maximize the Business Value gained from these activities.

Positioning in an Organization

Generation of Business Value is the responsibility of all the members of staff and associates in any Organization. Yet when talking about Steering by Business Value (SBV), it is necessary that those empowered to take these decisions are familiar with this concept. Furthermore, it is also required that those who implement these steering mechanisms can speak for the respective company on the definitions and Business Value to be generated.

With this in mind, the level where Business Value should be managed is as follows:

o CxO level
o Steering Committee members
o Senior Program / Project Managers and Delivery Directors
o Senior Account Managers

For the purpose of this paper, the following definitions apply:

o Service Provider (SP) – a company or internal Organization that delivers the project / programs and deliverables
o Organization – the company / group of individuals that will realize the Business Value that results from the SP’s actions
o Customer – the individual who has a commercial relationship with the Organization

Background to Challenge

o Service Provider – we have delivered to the letter of the contract, but why are they still dissatisfied?
o Organization – Our service providers just want to sell me stuff
